Raiden Shogun, also known as Raiden Mei, is the ruler of the Inazuma region and is known locally as "The Almighty Narukami Ogosho". Her divine name is "Baal". She is the younger sister of the former Thunder God, Raiden Shogun, and the two are twin deities who together won the War of the Archons. After the war, Raiden Shogun established a shogunate in Inazuma, while Raiden Mei, who was skilled in management but not in martial arts, served as a warrior and assisted her sister in governing Inazuma. Most people did not know that the two sisters ruled together. In a great war hundreds of years ago, Raiden Shogun fell in battle and Raiden Mei succeeded her as the Thunder God. Having experienced the loss of friends and family, Raiden Mei was determined to pursue "eternity". To avoid the "wear and tear" of time, she created a doll named "Raiden Shogun" that looked exactly like her to handle daily affairs and bear the wear and tear, while she practiced in her inner world, the "One Mind Palace". She fought against the doll in the alternate space for hundreds of years and proved to the doll that her new ideas could withstand challenges and tests. During the battle, she also gained the approval of the remaining soul of Raiden Shogun and received the "Sacred Sakura Tree" seed, which protects Inazuma.
